New PM Burnham reinstalls Rayner as Secretary of State for Housing

Angela Rayner, who resigned as Secretary of State for Housing, Communities and Local Government following revelations she had underpaid stamp duty on a Hove property in 2025, has been reappointed to the role by new PM Andy Burnham.

Matthew Pennycook, who became Housing and Planning Minister in 2024, remains in post.

It is believed that Steve Reed, Rayner’s immediate predecessor as Secretary of State, was one of the first Cabinet Ministers to tender his resignation to the new PM.

Another key move for construction was Burnham’s appointment of MP for Peckham Miatta Fahnbulleh as Secretary of State for Energy Security and Net Zero, replacing Ed Milliband.  She was previously Parliamentary Under-Secretary of State at the Ministry of Housing, Communities and Local Government (between 6 September 2025 and 12 May 2026), and was previously Parliamentary Under-Secretary of State at the Department for Energy Security and Net Zero (between 9 July 2024 and 6 September 2025).
