Bargate Granted Outline Planning for up to 60 Homes on Outskirts of Romsey, Hampshire Housebuilder Bargate has been granted outline planning permission by Test Valley Borough Council for up to 60 homes in the rural Hampshire village of Braishfield, on the outskirts of Romsey. 24 (40%) of the homes are to be allocated for affordable housing, to be delivered through Bargate’s parent company VIVID.
The prime site is off Braishfield Road, but currently inaccessible to the public. Extending to 4.5 Ha (11.1-acres), the land is now set to become a highly sustainable residential development, located within a short walk of the village centre. The proximity to local amenities will support and encourage the use of the existing community services and facilities.
The site benefits from a draft allocation in the emerging local plan. The outline application was prepared for Bargate by Master Land and Planning and multi-disciplinary firm Mosaic Urban Design. Bargate’s in-house team and consultants will now prepare a reserved matters application, detailing the layout, appearance, landscaping, and the design of the street scenes and individual homes. The scheme design will draw inspiration from nearby focal points and areas of interest to reinforce the village context.
Braishfield Primary School and Social Club and The Wheatsheaf Inn are opposite the site, with existing residential properties lying adjacent. Braishfield is located directly north of Romsey, 12 miles north of Southampton, 13 miles west of Winchester and 18 miles east of Salisbury, which are all connected by an established public transport and road network.
The site is next to Braishfield Conservation Area, which will be a key consideration for the scheme design, alongside the Parish of Braishfield Village Design Statement. A multi-functional green space will be created on site to provide opportunities for recreational activities and play. A new footpath could also be installed around the perimeter, together with a surface water drainage system.Bargate is proposing extensive open space and new tree planting to make a positive contribution to the adjacent woodland and habitats, delivering biodiversity enhancements in line with the Homes for Nature guidance.

This positive outcome brings us a step closer to creating a quality, family-orientated development in Braishfield. With the village centre opposite, it’s ideally located to help facilitate sustainable growth for this popular rural community.
“This scheme would provide a boost to the housing mix in the immediate area, while also delivering high-quality green infrastructure, including landscaping and new play areas for the enjoyment of all those living nearby. Bird, bat and insect boxes, provision for extensive rewilding and habitat creation will be a key factor of the scheme design. We will continue to work alongside Test Valley’s Officers, Councillors and consultees while we prepare the detailed plans.”
Bargate’s plans for the land west of Braishfield Road include a mix of one- to four-bedroom homes. A number of the house designs will feature garages, with parking generally provided on-plot. Additional visitor parking is incorporated within the indicative site plan.
All homes would be built to a high EPC rating and include green technologies as standard, such as solar PV panels, air source heat pumps and EV charging points. The material palette for the homes will reflect the local built form.
